Victory Gtk theme is not new and the initial release was way back in April, 2010. The development was stopped then creator started working again on this theme a while ago. The entire theme is recreated as a vibrant, elegant, bright and flat using minimalistic approach. From day one this theme is targeting Xfce and Lxde desktops but now it does work in Gnome and Cinnamon desktops as well without any issue, and Openbox desktop also supported by this theme. It is available for Gtk 3.18/3.22/2.24 that means you can install it in Ubuntu 17.10/17.04/16.04 and Linux Mint 18, as well as other related Ubuntu derivatives. There is also Victory icon theme available by the same creator which we did share in past and below you can find the commands to install those icons as well. If you find any kind of bug or problem with the theme then report it creator and hopefully it will get fixed in the next update.
Victory icons formerly similar to Windows 7 icon theme but not exact same. Since some releases this icon theme got new design which is completely different from it's initial releases. It fits with every kind of dark and light themes, it kind of makes desktop look fresh to eyes. We still have previous version of this icon theme in our PPA and now we are packaging new release with name version 2. Still new design is in early stages which means if you encounter any missing icon or problem with icons then report it to creator to get it fixed in the next released. It is compatible with most of the desktop environments such as: Unity, Gnome, Xfce, Cinnamon, Mate, LXDE/LXQT, Budgie, and so on. You can use Unity Tweak ToolGnome-tweak-tool to change themes/icons.
Victory icon theme seems quite similar to Windows 7 icons but that's not true, icons are completely different from Windows 7 icons and looks great. Darin who made this icon theme released its first version 5 years ago, which was based on different icons themes. From last one year and so he reworked on most of the icons of this theme and created all in SVG format. He never published his new work before but here you go guys. It is compatible with most of the Linux desktops like Unity, Gnome, Xfce, Lxde, Mate, Cinnamon and so, but it is not available for KDE yet (hope see it in action in KDE desktop). "I released a version of this around 5 years ago. At that point it was just a collection of icon themes (mainly elementary and NuoveXT 2 by Alexandre Moore)".
This icon set is in active development so if you find any missing icon or encounter any bug in icons then report it to creator via icon theme page. You can use Unity Tweak ToolGnome-tweak-tool to change themes/icons.
